Overview

The Senior Business Analyst will lead business analysis activities for clients with diverse business and technology needs. The role involves requirements gathering, stakeholder engagement, business process and data modelling, documentation, enterprise architecture deliverables, and support for service-oriented and integrated government systems.

Responsibilities

• Lead and conduct business analysis to assess client business problems and opportunities.
• Gather, document, and analyze business needs and requirements with stakeholders and subject matter experts.
• Prepare and advise on business analysis policies, processes, best practices, and standards.
• Document business requirements to support determination of I&IT solutions.
• Apply re-engineering concepts to improve service delivery approaches.
• Conduct business analysis at appropriate levels of detail across project phases, aligned with OPS project management, enterprise architecture, gating, and systems development methodologies.
• Develop strategies, business cases, cost-benefit analyses, and feasibility studies for business I&IT initiatives.
• Develop requirements-gathering processes, including JAD sessions, interviews, and mockups.
• Conduct business modelling, use case modelling, conceptual and logical data modelling, process and data flow modelling, and business rules and non-functional requirements definition.
• Monitor progress, resolve issues, and report to I&IT management and stakeholders.
• Develop performance measures and traceability matrices and conduct follow-up evaluations.
• Produce business and technical documentation, agreements, presentations, and briefing notes.
• Develop user stories and acceptance test criteria and work with DevOps and agile concepts.
• Create enterprise architecture documentation and deliverables for ACT and ARB approvals.

Mandatory Qualifications

• 10+ years of extensive Business Analyst experience.
• Experience and deliverables for service-oriented design-related projects.
• Understanding of systems environments, business analysis, and change management for integrated multi-ministry government services.
• Knowledge and experience preparing detailed analysis and recommendations to ensure compliance with public-sector, industry, and international security, privacy, and accessibility standards.
• Experience with the Zachman Framework.
• Experience developing user stories through engagement with program areas and drafting acceptance test criteria for developers and testers.
• Ability to work with DevOps and agile concepts.
• Knowledge and experience creating wireframes, use cases, and user stories.
• Minimum 5 years' experience creating enterprise architecture documentation.
• Expert-level experience with Checkpoint/Gating Matrix, logical and physical documentation, logical and physical deployment models, business architecture approach, sequence diagrams, data flow diagrams, and architectural documents for ACT and ARB approvals.

Preferred Qualifications

• Experience using information retrieval packages.
• Knowledge of Information Management principles, concepts, policies, and practices.
• Ability to translate business and data requirements into specifications for technology solutions.
• Experience with business functional modelling, business event modelling, and business process mapping.
• Experience with structured, object-oriented, and agile methodologies for user requirements.
• Experience developing performance measures for business analysis evaluation and follow-up.
• Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.
• Knowledge of Large Language Model and Generative AI applications.
