Senior Business Analyst required for the Government Services Integration Cluster to lead business analysis, requirements elicitation, Agile delivery support, business case development, and stakeholder engagement. This is a 135-business-day, 100% allocation onsite assignment requiring five days onsite.

Overview

Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs. Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements. Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.

Responsibilities

- Leads and conducts business analysis in order to assess client’s business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined.
- Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches.
- Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
- Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives.
- Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc.
- Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects.
- Monitors progress, resolves problems and reports regularly to I&IT management and stakeholders.
- Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up.
- Leads and facilitates workshops to elicit, review, document, and confirm business requirements, business process reengineering, business models, business rules, and user interface design.
- Creates user stories, supports the creation of UX, functional, and technical designs, and ensures that business analysis tasks align with iterative development cycles.
- Develops performance measures for business analysis evaluations and conducts follow-up assessments to ensure compliance with client clusters and corporate I&IT strategies, policies, and priorities.
- Leads and conducts business analysis both on an ongoing basis and for business projects to assess clients' business problems or opportunities, document technical business requirements to meet functional needs, ensuring alignment with OPS project management and related methodologies.
- Conducts ongoing business analysis activities within all phases of the project life cycle, including initial technical requirements, detailed business analysis plans, business modeling, analysis of business transformation, new business development, acquired solutions, continual refinement of business requirements, and identification of significant changes in requirement documentation and maintenance of approved business requirements.
- Oversees ongoing production support and configuration management.
- Leads and participates in the process for requests for proposals, with a focus on client requirements and evaluation of vendor responses for I&IT business and/or infrastructure solutions.
- Manages problem identification and resolution activities to ensure timely resolution of production issues.
- Conducts business analysis reviews, recommending options, changes, and contingency provisions.
- Provides technical leadership, functional business analysis, and architecture expertise to project staff, colleagues, and clients.
- Plans, coordinates, and leads all phases of assigned business analysis, process improvements, architecture, or infrastructure projects or services within risk, time, and resource constraints to meet client needs.
- Ensures the quality of business solution recommendations and implementation and ensures integration with enterprise and cluster standards and directions.
- Supports end-user adoption by delivering clear communication and training on new systems or process changes.
- Identifies, assesses, and mitigates risks throughout the project lifecycle, ensuring risks are communicated effectively to stakeholders and that appropriate mitigation strategies are put in place.

Mandatory Qualifications

- Leads and facilitates workshops to elicit, review, document, and confirm business requirements, business process reengineering, business models, business rules, and user interface design.
- Knowledge of Agile methodologies and the ability to break down complex business requirements into manageable deliverables for development teams.
- Creates user stories, supports the creation of UX, functional, and technical designs, and ensures that business analysis tasks align with iterative development cycles.
- Experience on medium to large-sized projects as a business analyst or functional consultant.
- Experience with enterprise business architectural concepts to ensure that recommended technologies align with OPS standards.
- Experience developing business cases from start to finish.
- Demonstrated ability to prepare clear, concise, and comprehensive documentation, including reports, reviews, and assessments.
- Ability to present ideas and suggestions clearly and effectively in a user-friendly manner, ensuring complex information is easily understood by both technical and non-technical audiences.

Preferred Qualifications

- Experience in the use of information retrieval packages.
- Knowledge and understanding of Information Management principles, concepts, policies and practices.
- Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
- Experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping.
- Experience in structured, object oriented and agile methodologies for user requirements.
- Experience developing performance measures for business analysis evaluation and subsequent follow-up.
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.

Skills and Experience

Business Analysis and Technical Skills (25%)
- Proficient in a range of business analysis and project management tools (e.g., DevOps, MS Visio, Figma, and other modeling tools) to document and track business requirements and designs.
- Familiarity with quality assurance methodologies and testing processes, including user acceptance testing (UAT), ensuring business requirements are validated against system functionality before deployment.
- Strong skills in managing change processes, including defining the change scope, conducting impact analysis, and developing training and communication strategies to ensure smooth transitions for end-users.
- Experience developing context diagrams, use cases, and use case models.
- Experience creating process maps, stakeholder maps, and assessments.
- Experience creating systems diagrams.
- Experience writing business cases and conducting options analysis.
- Experience developing cost-benefit analyses and conducting feasibility studies for business I&IT initiatives.
- Hands-on experience developing effective use cases and user stories.

Experience (55%)
- Experience with the software development life cycle, software design, development and integration, database concepts, user interface design principles, change management, quality assurance, risk management, disaster recovery planning, and business continuity planning to develop solutions and/or infrastructure services to meet business needs.
- Service delivery management, portfolio, program/project management, and resource management to manage business analysis for clients and provide recommendations on clients' I&IT business and infrastructure needs.
- Expertise in all aspects of business analysis, including enterprise-level and client program area business analysis and modeling; related business analysis tools, technology, processes, and methodologies; and business analysis-related technical and business planning.
- Knowledge of I&IT Cluster and corporate policies, directives, guidelines, and procedures related to service delivery processes, enterprise business architecture, and current trends and technologies related to business-driven IT solutions to provide practical expertise in meeting business needs, ensuring traceability of business requirements to I&IT solutions, and compliance with OPS I&IT policies and standards.
- Understanding of clients' policies, programs, business goals and objectives, plans, issues, and resources to identify partnership opportunities and match technology solutions to business requirements while advising on the application of I&IT.
- Strong analytical and problem-solving skills to assess clients' business requirements, identify the best technology solutions from among alternatives, and ensure clients' expectations are met in a cost-effective manner, both for individual issues and longer-term overall requirements.
- Ability to evaluate directions, trends, standards, and policies in a complex and evolving environment using multiple sources of guidance; identify requirements, develop options, and make recommendations on general and specific information architecture and data management issues.
- Hands-on experience working in Agile or Scrum environments, conducting sprint planning, facilitating daily standups, and ensuring that business analysis tasks align with iterative development cycles.
- Familiarity with user-centered design principles to ensure technology solutions are designed with the end-user experience in mind, improving usability and ensuring effective user adoption.
- Experience with user interface design and prototyping tools such as Figma to translate requirements into user-friendly digital interfaces.
- Experience in budget estimation, cost-benefit analysis, and ROI assessments to support business case development, ensuring that proposed IT solutions deliver value.
