Overview
Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs. Interacts with business stakeholders and subject matter experts to understand requirements through gathering, documenting, and analyzing business needs and requirements. Prepares and advises on business analysis policies, processes, best practices, and standards to promote a comprehensive and consistent business analysis practice within the organization.
Responsibilities
- Lead and conduct business analysis to assess clients' business problems/opportunities and document business requirements so that I&IT solutions can be determined.
- Apply re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
- Lead and conduct business analysis at varying levels of detail appropriate to the project and project phases, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
- Develop strategies, prepare business cases and cost-benefit analyses, and conduct feasibility studies for business I&IT initiatives.
- Develop sound processes for requirements gathering, including JAD sessions, interviews, mockups, and other methods.
- Conduct business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition; and non-functional requirements definitions for assigned projects.
- Monitor progress, resolve problems, and report regularly to I&IT management and stakeholders.
- Develop performance measures and traceability matrices for business analysis evaluation and conduct follow-up.
- Lead and facilitate workshops to elicit, review, document, and confirm business requirements, business process reengineering, business models, business rules, and user interface design.
- Create user stories and support the creation of UX, functional, and technical designs, ensuring business analysis tasks align with iterative development cycles.
- Conduct ongoing business analysis activities throughout all project life-cycle phases, including initial technical requirements, detailed business analysis plans, business modeling, analysis of business transformation, new business development, acquired solutions, continual refinement of business requirements, identification of significant changes in requirement documentation, and maintenance of approved business requirements.
- Oversee ongoing production support and configuration management.
- Lead and participate in requests-for-proposals processes, focusing on client requirements and evaluation of vendor responses for I&IT business and/or infrastructure solutions.
- Manage problem identification and resolution activities to ensure timely resolution of production issues.
- Support end-user adoption through clear communication and training on new systems or process changes.
Mandatory Qualifications

- Experience developing context diagrams, use cases, and use case models.
- Experience with enterprise business architectural concepts to ensure that recommended technologies align with OPS standards.
- Experience developing business cases from start to finish.
- Demonstrated ability to prepare clear, concise, and comprehensive documentation, including reports, reviews, and assessments.
- Ability to present ideas and suggestions clearly and effectively in a user-friendly manner, ensuring complex information is easily understood by both technical and non-technical audiences.

- Experience in the use of information retrieval packages.
