Overview

Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs. Interacts with business stakeholders and subject matter experts to understand requirements through gathering, documenting, and analyzing business needs and requirements. Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.

Responsibilities

- Lead and conduct business analysis to assess clients' business problems/opportunities and document business requirements so that I&IT solutions can be determined.
- Apply re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches.
- Lead and conduct business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
- Develop strategies, prepare business cases and cost-benefit analysis, and conduct feasibility studies for business I&IT initiatives.
- Develop sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc.
- Conduct business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects.
- Monitor progress, resolve problems and report regularly to I&IT management and stakeholders.
- Develop performance measures and traceability matrices for business analysis evaluation and conduct follow-up.
- Lead and facilitate workshops to elicit, review, document and confirm business requirements, business process reengineering, business models, business rules and user interface design.
- Create user stories; support creation of UX, functional and technical designs; and ensure business analysis tasks align with iterative development cycles.
- Conduct ongoing business analysis throughout all phases of the project life cycle, including initial technical requirements, detailed business analysis planning, business modeling, analysis of business transformation, new business development and acquired solutions, continual refinement of requirements, identification of significant changes, and maintenance of approved business requirements.
- Oversee ongoing production support and configuration management.
- Lead and participate in requests for proposals, focusing on client requirements and evaluation of vendor responses for I&IT business and/or infrastructure solutions.
- Manage problem identification and resolution activity to ensure timely resolution of production problems.

Mandatory Qualifications

- Experience leading and conducting business analysis for business projects to assess clients' business problems or opportunities, document the technical business requirements to meet the functional requirements.
- Experience developing context diagrams, use cases and use case models.
- Experience with custom development in cloud native systems and Microsoft Dynamics 365.
- Experience creating systems diagrams and mapping integration specs.
- Experience on a medium sized project as a business analyst or functional consultant.

Preferred Qualifications

- Experience in the use of information retrieval packages.
- Knowledge and understanding of Information Management principles, concepts, policies and practices.
- Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
- Experience with a wide range of methods, tools and techniques for business analysis such as business functional modelling, business event modelling, business process mapping.
- Experience in structured, object oriented and agile methodologies for user requirements.
- Experience developing performance measures for business analysis evaluation and subsequent follow-up.
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.

Skills and Experience

- Business Analysis and Technical Skills (45%): Lead and facilitate workshops to elicit, review, document and confirm business requirements, business process reengineering, business models, business rules and user interface design.
- Knowledge of Agile methodologies and ability to break down complex business requirements into manageable deliverables for development teams.
- Create user stories, support creation of UX, functional and technical designs and ensure business analysis tasks align with iterative development cycles.
- Develop performance measures for business analysis evaluation and conduct follow-up assessments to ensure compliance with client cluster and corporate I&IT strategies, policies and priorities.
- Proficient with business analysis and project management tools including DevOps, MS Visio, Figma and other modeling tools.
- Familiarity with quality assurance methodologies and testing processes, including user acceptance testing (UAT), and ensuring business requirements are validated against system functionality before deployment.
- Strong change-management skills, including defining change scope, impact analysis, and developing training and communication strategies for end-users.
- Experience developing process maps, stakeholder maps and assessments; systems diagrams; effective use cases; and user stories.
- Experience (35%): Experience with SDLC, software design, development and integration, database concepts, user interface design principles, change management, quality assurance, risk management, disaster recovery planning and business continuity planning.
- Experience conducting business analysis reviews, recommending options, changes and contingency provisions.
- Experience providing technical leadership, functional business analysis and architecture expertise to project staff, colleagues and clients.
- Knowledge of service delivery management, portfolio, program/project management and resource management.
- Knowledge of I&IT Cluster and corporate policies, directives, guidelines and procedures related to service delivery processes, enterprise business architecture, current trends and technologies related to business-driven IT solutions.
- Hands-on experience in Agile or Scrum environments, including sprint planning and facilitating daily standups.
- Ability to support end-user adoption through clear communication and training on new systems or process changes.
- Familiarity with user-centered design principles and user interface design/prototyping tools such as Figma.
- Experience in budget estimation, cost-benefit analysis and ROI assessments to support business cases.
- Experience identifying, assessing and mitigating risks throughout the project lifecycle.
- Ability to balance competing priorities, manage expectations and complete business analysis activities within defined timelines.
- Communication and Interpersonal Skills (20%): Prepare clear, concise and comprehensive documentation, including reports, reviews and assessments.
- Present ideas and suggestions clearly and effectively to technical and non-technical audiences.
- Maintain a high level of customer service with internal and external clients.
- Convey design concepts and development processes clearly to diverse stakeholders.
- Adapt to changing requirements and dynamic business environments.
- Analyze complex business problems logically and systematically and develop innovative, effective solutions.
- Work closely with cross-functional teams, including developers, QA specialists and business stakeholders.
