Overview

Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs. Interacts with business stakeholders and subject matter experts to understand requirements through gathering, documenting, and analyzing business needs and requirements. Prepares and advises on business analysis policies, processes, best practices, and standards to promote a comprehensive and consistent business analysis practice within the organization.

Responsibilities

- Leads and conducts business analysis to assess client business problems/opportunities and documents business requirements so that I&IT solutions can be determined.
- Applies re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
- Leads and conducts business analysis at varying levels of detail appropriate to the project and project phases, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
- Develops strategies, prepares business cases and cost-benefit analyses, and conducts feasibility studies for business I&IT initiatives.
- Develops sound processes for requirements gathering, including JAD sessions, interviews, mockups, etc.
- Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition; and non-functional requirements definitions for assigned projects.
- Monitors progress, resolves problems, and reports regularly to I&IT management and stakeholders.
- Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up.
- Leads and facilitates workshops to elicit, review, document, and confirm business requirements, business process reengineering, business models, business rules, and user interface design.
- Creates user stories, supports the creation of UX, functional, and technical designs, and ensures that business analysis tasks align with iterative development cycles.
- Conducts ongoing business analysis activities throughout all phases of the project life cycle, including initial technical requirements, detailed business analysis plans, business modeling, analysis of business transformation, new business development, acquired solutions, continual refinement of business requirements, identification of significant changes in requirement documentation, and maintenance of approved business requirements.
- Oversees ongoing production support and configuration management.
- Leads and participates in requests-for-proposals processes, focusing on client requirements and evaluation of vendor responses for I&IT business and/or infrastructure solutions.
- Manages problem identification and resolution activities to ensure timely resolution of production issues.
- Supports end-user adoption by delivering clear communication and training on new systems or process changes.

Mandatory Qualifications

- Leads and facilitates workshops to elicit, review, document, and confirm business requirements, business process reengineering, business models, business rules, and user interface design.
- Knowledge of Agile methodologies and the ability to break down complex business requirements into manageable deliverables for development teams.
- Creates user stories, supports the creation of UX, functional, and technical designs, and ensures that business analysis tasks align with iterative development cycles.
- Leads and facilitates workshops to elicit, review, document, and confirm business requirements, business process reengineering, business models, business rules, and user interface design.
- Knowledge of Agile methodologies and the ability to break down complex business requirements into manageable deliverables for development teams.
- Experience on medium to large-sized projects as a business analyst or functional consultant.
- Experience with enterprise business architectural concepts to ensure that recommended technologies align with OPS standards.
- Experience developing business cases from start to finish.

Preferred Qualifications

- Prior OPS or public sector experience.

Skills and Experience

- Experience developing strategies, preparing business cases and cost-benefit analysis.
- Experience conducting requirements gathering, developing documentation, including presentations and briefing notes, and conducting stakeholder engagement.
- Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope.
- Awareness of emerging I&IT trends and technologies.
- Excellent analytical, problem-solving, decision-making, verbal and written communication, interpersonal, and negotiation skills.

- Experience in the use of information retrieval packages.
- Knowledge and understanding of Information Management principles, concepts, policies, and practices.

- Experience in structured, object-oriented, and agile methodologies for user requirements.
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
- Proficient in DevOps, MS Visio, Figma, and other business analysis, project management, and modeling tools.
- Familiarity with quality assurance methodologies and testing processes, including user acceptance testing (UAT).
- Strong skills in managing change processes, including defining change scope, conducting impact analysis, and developing training and communication strategies.
- Experience developing context diagrams, use cases and use case models, process maps, stakeholder maps, assessments, and systems diagrams.
- Experience with the software development life cycle, software design, development and integration, database concepts, user interface design principles, change management, quality assurance, risk management, disaster recovery planning, and business continuity planning.
- Experience providing technical leadership, functional business analysis, and architecture expertise to project staff, colleagues, and clients.
- Service delivery management, portfolio, program/project management, and resource management.
- Knowledge of I&IT Cluster and corporate policies, directives, guidelines, and procedures related to service delivery processes, enterprise business architecture, and business-driven IT solutions.
- Hands-on experience working in Agile or Scrum environments, conducting sprint planning, facilitating daily standups, and ensuring business analysis tasks align with iterative development cycles.
- Familiarity with user-centered design principles and user interface design and prototyping tools such as Figma.
- Experience in budget estimation, cost-benefit analysis, and ROI assessments.
- Experience identifying, assessing, and mitigating risks throughout the project lifecycle.
- Ability to balance competing priorities, manage expectations, and complete business analysis activities within defined timelines.
- Demonstrated ability to prepare clear, concise, and comprehensive documentation, including reports, reviews, and assessments.
- Ability to present ideas and suggestions clearly and effectively to technical and non-technical audiences.
- Maintain a high level of customer service when interacting with internal and external clients.
- Skilled in conveying design concepts and development processes to diverse stakeholders.
- Proven capability to adapt to changing requirements and dynamic business environments.
- Demonstrated effectiveness working with cross-functional teams, including developers, QA specialists, and business stakeholders.
