Overview
Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs. Interacts with business stakeholders and subject matter experts to gather, document, and analyze business needs and requirements. Prepares and advises on business analysis policies, processes, best practices, and standards to promote a comprehensive and consistent business analysis practice within the organization.
Responsibilities
- Lead and conduct business analysis to assess clients' business problems/opportunities and document business requirements so that I&IT solutions can be determined.
- Apply re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
- Conduct business analysis at varying levels of detail appropriate to the project and project phases, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
- Develop strategies, prepare business cases and cost-benefit analyses, and conduct feasibility studies for business I&IT initiatives.
- Develop sound processes for requirements gathering, including JAD sessions, interviews, mockups, and other methods.
- Conduct business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, use case surveys, business rules definition, and non-functional requirements definitions.
- Monitor progress, resolve problems, and report regularly to I&IT management and stakeholders.
- Develop performance measures and traceability matrices for business analysis evaluation and conduct follow-up.
- Lead and facilitate workshops to elicit, review, document, and confirm business requirements, business process reengineering, business models, business rules, and user interface design.
- Create user stories and support the creation of UX, functional, and technical designs.
- Ensure business analysis tasks align with iterative development cycles.
- Develop performance measures and follow-up assessments to ensure compliance with client clusters and corporate I&IT strategies, policies, and priorities.
- Manage change processes, including defining change scope, conducting impact analysis, and developing training and communication strategies.
- Conduct ongoing business analysis throughout all project lifecycle phases, including initial technical requirements, detailed business analysis plans, business modeling, business transformation analysis, new business development, acquired solutions, continual requirements refinement, and requirements documentation maintenance.
- Oversee ongoing production support and configuration management.
- Lead and participate in requests-for-proposals processes, focusing on client requirements and evaluation of vendor responses for I&IT business and/or infrastructure solutions.
- Manage problem identification and resolution activities to ensure timely resolution of production issues.
- Conduct business analysis reviews and recommend options, changes, and contingency provisions.
- Provide technical leadership, functional business analysis, and architecture expertise to project staff, colleagues, and clients.
- Plan, coordinate, and lead all phases of assigned business analysis, process improvements, architecture, or infrastructure projects/services within risk, time, and resource constraints.
- Ensure quality of business solution recommendations and implementation, and integration with enterprise and cluster standards and directions.
- Conduct sprint planning and facilitate daily standups in Agile or Scrum environments.
- Support end-user adoption through clear communication and training on new systems or process changes.
- Identify, assess, and mitigate risks throughout the project lifecycle and communicate risks effectively to stakeholders.
Mandatory Qualifications

- Knowledge of Agile methodologies and the ability to break down complex business requirements into manageable deliverables for development teams.
- Creates user stories, supports the creation of UX, functional, and technical designs, and ensures that business analysis tasks align with iterative development cycles.
- Develops performance measures for business analysis evaluations and conducts follow-up assessments to ensure compliance with client clusters and corporate I&IT strategies, policies, and priorities.
- Proficient in a range of business analysis and project management tools (e.g., DevOps, MS Visio, Figma, and other modeling tools) to document and track business requirements and designs.
- Experience developing context diagrams, use cases, and use case models.
- Demonstrated ability to prepare clear, concise, and comprehensive documentation, including reports, reviews, and assessments.
- Ability to present ideas and suggestions clearly and effectively in a user-friendly manner, ensuring complex information is easily understood by both technical and non-technical audiences.
Preferred Qualifications
- Experience in the use of information retrieval packages.
- Knowledge and understanding of Information Management principles, concepts, policies, and practices.
- Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
- Experience with a wide range of business analysis methods, tools, and techniques, such as business functional modelling, business event modelling, and business process mapping.
- Experience in structured, object-oriented, and agile methodologies for user requirements.
- Experience developing performance measures for business analysis evaluation and subsequent follow-up.
- Knowledge and understanding of the Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
Skills and Experience
- Experience on medium to large-sized projects as a business analyst or functional consultant.
- Experience with enterprise business architectural concepts to ensure recommended technologies align with OPS standards.
- Experience developing business cases from start to finish.
- Experience with the software development life cycle, software design, development and integration, database concepts, user interface design principles, change management, quality assurance, risk management, disaster recovery planning, and business continuity planning.
- Service delivery management, portfolio, program/project management, and resource management to manage business analysis for clients and provide recommendations on clients' I&IT business and infrastructure needs.
- Expertise in enterprise-level and client program area business analysis and modeling; related business analysis tools, technology, processes, methodologies; and business-analysis-related technical and business planning.
- Knowledge of I&IT Cluster and corporate policies, directives, guidelines, and procedures related to service delivery processes, enterprise business architecture, and current trends and technologies related to business-driven IT solutions.
- Understanding of clients' policies, programs, business goals and objectives, plans, issues, and resources to identify partnership opportunities and match technology solutions to business requirements.
- Strong analytical and problem-solving skills to assess business requirements, identify cost-effective technology solutions, and ensure client expectations are met.
- Ability to evaluate directions, trends, standards, and policies in a complex and evolving environment; identify requirements, develop options, and make recommendations on information architecture and data management issues.
- Hands-on experience working in Agile or Scrum environments, conducting sprint planning and facilitating daily standups.
- Familiarity with user-centered design principles and user interface design/prototyping tools such as Figma.
- Experience in budget estimation, cost-benefit analysis, and ROI assessments to support business case development.
- Proficiency with DevOps, MS Visio, and other modeling tools to document and track business requirements, project milestones, and progress.
- Familiarity with quality assurance methodologies and testing processes, including user acceptance testing (UAT).
- Strong verbal and written communication, interpersonal, negotiation, customer service, change management, stakeholder engagement, and cross-functional collaboration skills.
