Overview

Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs. Interacts with business stakeholders and subject matter experts to understand requirements through gathering, documenting, and analyzing business needs and requirements. Prepares and advises on business analysis policies, processes, best practices, and standards to promote a comprehensive and consistent business analysis practice within the organization.

Responsibilities

• Lead and conduct business analysis to assess client business problems/opportunities and document business requirements so that I&IT solutions can be determined.
• Apply re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
• Lead and conduct business analysis at varying levels of detail appropriate to the project and project phases, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
• Develop strategies, prepare business cases and cost-benefit analysis, and conduct feasibility studies for business I&IT initiatives.
• Develop sound processes for requirements gathering, including but not limited to JAD sessions, interviews, and mockups.
• Conduct business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, use case surveys, business rules definition, and non-functional requirements definitions for assigned projects.
• Monitor progress, resolve problems, and report regularly to I&IT management and stakeholders.
• Develop performance measures and traceability matrices for business analysis evaluation and conduct follow-up.
• Lead systems re-engineering initiatives to improve efficiency.
• Identify automation opportunities and workflow enhancements.
• Liaise between business users, IT teams, and external vendors.
• Lead requirements workshops, JAD sessions, and stakeholder interviews.

Mandatory Qualifications

• Proven experience in gathering, analyzing, and documenting data, system, and business requirements.
• Expertise in Business Analysis working Visio diagrams and swim lane diagrams.
• Ability to define use cases, user stories, and acceptance criteria for IT solutions.
• Ability to effectively liaise between business users, IT teams, and external vendors.
• Experience leading requirements workshops, JAD sessions, and stakeholder interviews.
• Experience with JIRA, Confluence, and Azure DevOps for requirements tracking and project collaboration.
• Experience with Visio, Lucidchart, MIRO for process modeling and workflow visualization, and Figma.
• Strong analytical skills for identifying business problems and proposing solutions.
• Experience in systems re-engineering and workflow optimization.
• Experience with database analysis and SQL language.
• Excellent documentation and presentation skills for communicating business needs to technical teams.
• Strong negotiation and facilitation skills to align diverse stakeholder interests.
• Understanding of Agile (Scrum, Kanban) and Waterfall methodologies to support IT teams.
• Strong problem-solving skills with a focus on data-driven decision-making.

Preferred Qualifications

• Experience in the use of information retrieval packages.
• Knowledge and understanding of Information Management principles, concepts, policies and practices.
• Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
• Experience with a wide range of methods, tools and techniques for business analysis, such as business functional modelling, business event modelling, and business process mapping.
• Experience in structured, object oriented and agile methodologies for user requirements.
• Experience developing performance measures for business analysis evaluation and subsequent follow-up.
• Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
• Familiarity with data-driven decision-making tools including Power BI, SQL, and Advanced Excel is a plus.
• Knowledge of ERP, CRM, or Cloud-based business solutions is an asset.
• Prior experience working in Ontario Public Sector (OPS) or other government environments.
• Familiarity with OPS governance frameworks, including Stage Gate, ITIL, and security policies.
• Understanding of OPS procurement, regulatory compliance, and service delivery models.

3. Technical & Tools Proficiency (15%)
• Hands-on experience with data and business analysis tools.
• JIRA, Confluence, Azure DevOps (for requirements tracking & project collaboration).
• Visio, Lucidchart, MIRO (for process modeling and workflow visualization), Figma.
• SharePoint, MS Teams (for document management & team collaboration).
• Familiarity with data-driven decision-making tools (Power BI, SQL, Advanced Excel) is a plus.

4. Systems Optimization & Digital Transformation (20%)

5. Public Sector (OPS) Experience (5%)
• Prior experience working in Ontario Public Sector (OPS) or other government environments.
• Familiarity with OPS governance frameworks (Stage Gate, ITIL, security policies, etc.).
• Understanding of OPS procurement, regulatory compliance, and service delivery models.

Additional general skills:
• Experience developing strategies, preparing business cases and cost-benefit analysis.
• Experience conducting requirements gathering, developing documentation, including presentations and briefing notes, and conducting stakeholder engagement.
• Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope.
• Awareness of emerging I&IT trends and technologies.
