Overview
This onsite assignment supports the Community Services Cluster. The consultant will develop and maintain business-critical full-stack applications, data pipelines, APIs, database solutions, and front-end interfaces. The assignment is scheduled from 2026-09-28 to 2027-08-30, with 100% allocation and five days onsite.
Responsibilities
• Design, implement and continuously expand data pipelines through extraction, transformation and loading activities.
• Translate technical system specifications into working, tested applications.
• Develop detailed programming specifications, write and/or generate code, compile data-driven programs, maintain applications and conduct unit testing.
• Resolve and troubleshoot technical issues arising during the use and operation of software packages.
• Provide technical assistance for implementation, conversion and migration activities.
• Design, code, test, debug and document applications.
• Develop front-end and back-end integrations, including API development.
• Design and construct REST API services and integrate front-end UI with APIs.
• Design and implement continuous integration and deployment processes.
• Provide post-implementation support and resolve post-implementation technical issues.
• Conduct design walkthrough sessions with project teams.
• Create user and system documentation as required.
Mandatory Qualifications
• Experience with Java, J2EE, JSF, HTML/DHTML and XML/XSL.
• Experience with Spring, myBatis and Bootstrap.
• Experience in systems design, configuration, integration, development, IT security, programming concepts, languages, methods, techniques, practices and standards.
• Hands-on experience in n-tier web-based application development using an Oracle database.
• Development experience with web services, responsive front-end development and AODA-compliant solutions.
• Experience directly supporting SDLC using agile/iterative methodologies and implementing business-critical software applications and systems.
• Hands-on experience with Oracle SQL scripts and a good understanding of RDBMS.
• Proficiency in front-end and back-end development, including database design/management and DevOps.
• Experience designing and implementing web architecture, REST API services, front-end/API integrations, and continuous integration and deployment.
• Strong analytical, problem-solving, communication, interpersonal and teamwork skills.
Preferred Qualifications
• Experience with Public Sector application and information architecture, methodologies and GO-ITS standards.
• Familiarity with Public Sector Threat Risk Assessment (TRA) and Privacy Impact Assessment (PIA) processes.
• Experience programming Internet-ready applications and using rapid application development methodologies.
• Knowledge of Information Management principles, concepts, policies and practices.
• Experience with middleware, gateways, product installation scripts, and post-implementation support.
• Knowledge of AODA and related regulations and standards.
• High-level knowledge of Angular, AngularJS, JavaScript and front-end interfaces.
• Strong knowledge of RESTful APIs and Swagger files.
• Experience with HTML, CSS, JavaScript, AngularJS, UX/UI, server-side and client-side rendering, website layouts, mobile platforms, servers and databases.
• Experience with Java WebLogic, Tomcat, EJB, Servlet, Oracle, SQL Server, REST and SOAP web services.
• Experience with Azure DevOps, JIRA and Agile/Scrum.
• Experience using Jasper reporting tools.
Skills and Experience
Programmer and Development Skills (65%): Java, J2EE, JSF, HTML/DHTML, XML/XSL, Spring, myBatis, Bootstrap, jQuery, Oracle, web services, responsive front-end development, AODA-compliant solutions, Jasper, Agile/iterative SDLC and Oracle SQL scripts.
