Senior Software Developer (Programmer/Developer L3) required to design, code, unit test, enhance, troubleshoot and provide break/fix support for Corrections Systems Portfolio applications, including an integrated risk assessment platform connected to OTIS.

Overview

The Corrections Systems Portfolio requires a temporary Programmer/Developer (L3) with 10+ years’ experience for the design, coding and unit testing of enhancements and for troubleshooting and break/fix solutions support for a number of systems in the portfolio. The successful proponent will be responsible for translating business requirements and functional specifications into working, tested applications.

The engagement will integrate the LSI-OR (Level of Service Inventory-Ontario Revision), RASO (Risk Assessment for Sexual Offending), and ODARA (Ontario Domestic Assault Risk Assessment) tools into one platform with connectivity to the Offender Tracking Information System (OTIS). Risk assessments on the platform would be programmed to enable the appropriate assessment(s) to be accessed based on offender information in OTIS. The platform is intended to support a people-centred, innovative, and inclusive correctional system.

Responsibilities

• Design, code and unit test enhancements.
• Provide troubleshooting and break/fix solutions support for systems in the Corrections Systems Portfolio.
• Translate business requirements and functional specifications into working, tested applications.
• Integrate the LSI-OR (Level of Service Inventory-Ontario Revision), RASO (Risk Assessment for Sexual Offending), and ODARA (Ontario Domestic Assault Risk Assessment) tools into one platform with connectivity to OTIS.
• Program risk assessments to enable the appropriate assessment(s) to be accessed based on offender information in OTIS.
• Develop an integrated risk assessment platform with connectivity to OTIS.
• Ensure ongoing application development, technical work, operations and services are planned, scheduled, executed, monitored and evaluated.
• Analyze complex system problems and resolve them with minimal impact to the business.
• Assess clients' information/systems needs and lead the development of cost-effective IT solutions that improve clients' program/service delivery.
• Maintain current knowledge of trends and advances in IT across various computing platforms, including configuration and/or new development, analysis and design techniques.
• Work with a high-impact team on cloud or new technologies and techniques, supporting research and experimentation with colleagues.
• Complete knowledge transfer to the FTE prior to the end of the assignment.
• Meet weekly with the FTE to facilitate knowledge transfer.
• Transfer all aspects of design, documentation and code related to this project to the FTE.
• Store all code and related documentation in JTS TFS for retrieval.
• Check in proper versions of code and related documents into the repository.

Mandatory Qualifications

• 10+ experience building and maintaining stable, secure and scalable web & desktop applications using Azure Cloud and MS .Net technologies and tools.
• Demonstrated experience in full life-cycle development and implementation using cloud technologies Microsoft Azure, .NET, C#/MVC, Entity Framework, ReactJS, HTML5/CSS/JavaScript, Azure DevOps, Azure Web Apps, Azure Functions and Azure Logic Apps.
• Experience in DevOps CI/CD.
• 5+ years of experience designing, building, modelling and configuring database management.

Must Have:
• 10+ experience building and maintaining stable, secure and scalable web & desktop applications using Azure Cloud and MS .Net technologies and tools.
