Overview
The Victim Notification System (VNS) Modernization Project requires a temporary Programmer/Developer (L3) with experience in system integration, solution implementation, and application development to support the successful delivery of the VNS modernization initiative. The resource will be responsible for supporting the configuration, integration, testing, deployment, and operational readiness of a Vendor Software-as-a-Service (SaaS) solution that will modernize victim notification services and integrate with the Offender Tracking Information System (OTIS).
The successful proponent will be responsible for translating business requirements, functional specifications, integration requirements, and technical designs into secure, reliable, and tested solution components. This includes supporting OTIS-VNS integration development, coordinating with vendor technical teams, performing system and integration testing, troubleshooting technical issues, implementing defect fixes, and ensuring compliance with security, privacy, and accessibility standards.
The resource will also support deployment, knowledge transfer, post-implementation stabilization activities, and ongoing technical collaboration with business stakeholders, project teams, and vendor partners to ensure the successful delivery of a modern, victim-centered notification solution.
The resource will provide technical leadership in the implementation and integration of a Vendor Software-as-a-Service (SaaS) solution, providing expertise and guidance in the design, development, testing, and implementation of the solution, ensuring that business and technical requirements are translated into a secure, reliable, scalable, and sustainable technology solution.
Responsibilities
• Support the Vendor SaaS Victim Notification System (VNS), ensuring alignment with business, security, privacy, and accessibility requirements.
• Support integrations between OTIS and the Vendor SaaS VNS solution.
• Support Vendor in System Integration Testing (SIT), User Acceptance Testing (UAT), performance testing, defect analysis, remediation activities, and deployment readiness assessments.
• Collaborate with vendor technical teams, ministry stakeholders, infrastructure teams, security specialists, and OTIS support teams to resolve issues, manage technical dependencies, and support project delivery milestones.
• Translate business requirements, functional specifications, integration requirements, and technical designs into secure, reliable, and tested solution components.
• Support OTIS-VNS integration development, coordinate with vendor technical teams, perform system and integration testing, troubleshoot technical issues, and implement defect fixes.
• Support deployment, knowledge transfer, post-implementation stabilization activities, and ongoing technical collaboration with business stakeholders, project teams, and vendor partners.
• Work closely with the SaaS vendor, ministry stakeholders, and technology partners to support solution design and integration activities; contribute to the development of design documentation; establish technical best practices; and ensure compliance with Government of Ontario Information and Technology Standards (GO-ITS), including security, privacy, accessibility, and governance requirements.
• Complete knowledge transfer to the FTE prior to the end of the assignment.
• Meet weekly with the FTE to facilitate knowledge transfer.
• Transfer all aspects of design, documentation, and code related to this project to the FTE.
• Store all code and related documentation in the JTS TFS for retrieval.
• Check in proper versions of code and related documents into the repository.
Mandatory Qualifications
• 10+ experience building and maintaining stable, secure and scalable web & desktop applications using Azure Cloud and MS .Net technologies and tools.
• Demonstrated experience in full life-cycle development and implementation using cloud technologies Microsoft Azure, .NET. C#/MVC, Entity Framework, ReactJS, HTMLS/CS/JavaScript, Azure DevOps; Azure Web Apps; Azure Functions; Azure Logic Apps.
• Experience in data modeling, reporting and dashboard development.
• Experience in working with diverse stakeholders and Cross-Functional Collaboration, which includes Ministry Partners, Vendors, Technology Partners and a high-impact team.
• Experience in DevOps CI/CD.
• 5+ years of experience designing, building, modelling and configuring database management.
Preferred Qualifications
• Ability to design, build and maintain stable, secure, and scalable web applications.
• Senior application development experience in cloud technologies using Microsoft Azure, .NET, with demonstrated experience in C#/MVC, Entity Framework, ReactJS, HTMLS/CS/JavaScript.
• Experience working in Azure DevOps.

• Previous experience in the last 3 years working as a Software Developer on application development projects in OPS, JTS within enterprise environments.
