Overview
The resource will lead development related activities in maintaining and enhancing existing branch platforms, such as EDCS and Picasso. The resource will support the entire suite of applications, including infrastructure related work (e.g. IAM Modernization, analytics platform improvements, etc.), across all projects in the Data Product Services Branch. The resource will support the resolution of application issues, analyze existing business processes, recommend process improvements, develop technical documentation, and resolve and troubleshoot technical problems during the use and operation of software packages.
Responsibilities
• Translate technical systems specifications into working, tested applications.
• Develop detailed programming specifications.
• Write and/or generate code; compile data-driven programs; maintain applications; and conduct unit tests.
• Resolve and troubleshoot technical problems which arise during the use and operation of software packages, including technical assistance in implementation, conversion and migrations.
• Lead development related activities in maintaining and enhancing existing branch platforms, such as EDCS and Picasso.
• Support the entire suite of applications, including infrastructure related work (e.g. IAM Modernization, analytics platform improvements, etc.), across all projects in the Data Product Services Branch.
• Support the resolution of application issues and perform analysis of existing business processes; recommend process improvements to effectively harness the benefits of using the applications.
• Develop technical documentations to assist with branch activities, such as build books and programming specifications.
Mandatory Qualifications
• Experience in programming and analysis; specialized software package support at the specified experience level.

• Proved business knowledge of General Ledger, Accounts Receivable, Collections, Accounts Payable and Inventory Modules of Oracle E-Business.
• Great knowledge of Oracle E-Business table structure related to GL, AR, Collections, AP, INV and FND.
• Strong knowledge of SQL tuning and using partition tables.
• Demonstrated experience and understanding of data warehouse, ETL methodologies and OBIEE.
• Strong verbal and written communication skills and leadership abilities to be able to oversee the quality assurance of the project from technical perspective.
Preferred Qualifications
• Knowledge and experience with programming Internet-ready applications.
• Knowledge and experience in rapid application development (RAD) methodologies.
• Knowledge and understanding of Information Management principles, concepts, policies and practices.
• Experience with middleware and gateways.
• Experience reviewing, analyzing, and modifying product installation scripts including encoding, testing, debugging.
• Ability to provide post-implementation support and resolve any post-implementation technical issues.
• Experience conducting design walkthrough sessions with project team.
• Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
• Ability to provide user and system documentation as required.
• Demonstrated work experience on Java and Oracle Application Development Framework (ADF) will be a great asset.
• Experience and understanding of public sector project delivery methodologies and standards would be an asset.
Skills and Experience
Software Development - 55%
• Experience designing, developing, and debugging IAM (Identity and Access Management) solutions which utilizes Microsoft Entra ID or Oracle IAM tools.
• Demonstrated experience managing a source control system, including responsibility for branching and merging, and setting up pipeline using tools such as Azure DevOps.
• Demonstrated prior experience in developing a custom and reusable solution that provides flexible authorization layer service that can be used for multiple applications.
• Demonstrated experience managing automated build systems/CI systems.
• Experience designing, developing, testing and debugging .NET applications to be deployed to three-tier infrastructure with load-balancing on both the presentation and application tiers.
• Demonstrated experience developing web applications which adhere to WCAG AA 2.1 for accessibility and which must run on multiple web browsers/different versions of web browsers.
• Demonstrated experience developing in Microsoft Azure.
• Demonstrated experience developing reporting in Microsoft Power BI, and experience working with different Business Intelligence solutions.
• Demonstrated experience conducting performance testing and monitoring, using tools such as AppInsight.
Other Technical Skills - 35%
• Demonstrated experience with the configuration and administration of operating systems including Microsoft Windows and Linux or other varieties of UNIX.
• Demonstrated experience with the configuration and administration of TCP/IP networks, including working with central IT services in resolving networking issues.
• Experience designing, developing, testing and debugging code for enhancements to systems using C#, Windows Communication Foundation, Web API, Crystal Reports, ASP.NET, AngularJS, Entity Framework, LINQ, Oracle.
• Demonstrated experience setting up and administering Continuous Integration with build systems such as Azure DevOps pipeline, BuildMaster, CruiseControl.NET, NAnt or similar tools.
• Demonstrated experience leading code review and implementing code standards amongst other developers.
Communication Skills - 5%
